Head of Accountancy

Office of the Police and Crime Commissioner for Humberside 

Salary: MP6 - £37,563 to £40,518 Based in Hull (Cottingham)

The purpose of the Office of the Police and Crime Commissioner (OPCC) is to support and enable the Police and Crime Commissioner (PCC) to deliver the outcomes of the Police and Crime Plan and fulfil all of his statutory requirements.  

The PCC for Humberside is the elected representative of the people and acts for the public that he represents. The PCC provides the link between the police and the public and makes the police answerable to the communities that they serve. He sets the strategy for the Humberside Police Force and for community safety within the Humberside Police Force area in his Police and Crime Plan. The PCC sets the precept and the police budget and owns all of the policing assets. He is responsible for appointing the Chief Constable and holding him to account for the performance of the Force. The Commissioner also has responsibility for commissioning a range of services for victims and witnesses and works in close partnership with other community safety organisations.

The PCC and the Humberside Police Force operate as separate but linked organisations. Your role will involve working closely with the Force Finance Team to ensure that there are efficient and effective financial control and accounting processes in place. Your responsibilities will include the preparation of the financial statements for the PCC, the Chief Constable and the PCC Group, the activities of the PCC and of Humberside Police, which is seen as a subsidiary. The post holder will also be responsible for the management of a small team that delivers the treasury management function for the PCC for Humberside and also for delivering the same service for another Police and Crime Commissioner under a service level agreement.

You should be a fully qualified CCAB accountant with substantial experience at a senior level in a financial environment, and have previous accounting experience in a policing or public sector service.

The post holder will be based in Hull but may be required to travel within the Humberside Police Force area. Please note this role is subject to police vetting clearance requirements.
