The Humber Local Resilience Forum (Humber LRF) is a multi-agency partnership made of representatives from local public services, the emergency services, local authorities, the NHS, the Environment Agency and others.  The Humber LRF consists of an overarching forum and a series of sub-groups that will meet regularly throughout the year.

The multi-agency Humber LRF is looking for four new members (one to be an Independent External Chair) to join their Assurance Board.  This is a new part of the key governance structure and complements existing governance structures, sitting between the overarching Strategic Board and the operational Tactical Board.  The Assurance Board will meet around four times a year and your role would be to assist the Humber LRF in providing a high-level focus around their risk management, performance management, governance, and overall control arrangements that underpin good governance and standards.

Meetings will be held in the Humber region and will be face-to-face where possible.

The Chair of the Assurance Board will be an independent member and receive an annual allowance of £1,680 p.a. paid monthly.  All other members will be reimbursed with travel expenses whilst on Assurance Board business, but receive no other allowance.

Induction training will be provided if you are selected.

Applicants must:

  • Be independent of the Humber LRF Strategic Board, although they can currently work for one of the partner bodies, except in the case of the Chair who will need to be independent of any of the partner organisations.
  • Be able to demonstrate experience and knowledge around risk management, performance management, governance, and control arrangements.
  • Be willing to undertake employment checks.
  • Live or work in the Humber Region.

If shortlisted, interviews are in place provisionally for either Monday 6th or Tuesday 7th October 2025, to be held at the Office of the Police and Crime Commissioner (OPCC) in Cottingham.

Humber LRF Assurance Board Information

Purpose

The Assurance Board is a key component of the Humber Local Resilience Forum (Humber LRF) corporate governance.  It provides an independent and high-level focus to assist the Humber LRF in avoiding unnecessary duplication and gaps it its risk management, performance management, governance, and control arrangements.

Approach

The Humber LRF Strategic Board is responsible for oversight of delivery of multi-agency Civil Contingencies Act responsibilities and aims to improve multi-agency response to emergencies.

In respect of the overall assurance approach, this can be split into three elements:

  1. Operational functions – direct ownership and management of services and associated risks through the Humber LRF Strategic Board.

     

  2. Oversight of management activity – representatives who are separate from those responsible for delivery but not necessarily independent of the various partner management approaches – this is where the Humber LRF Assurance Board sits.  This element needs to include people with corporate governance and risk management knowledge.

     

  3. Independent and objective assurance around integrity and effectiveness of risk management and controls in the various organisations – this element concerns each partner organisations existing risk and control mechanisms (internal audit and other related functions as an example).  This would be down to each individual partner organisation.

Aim

To provide assurance to the Humber LRF Strategic Board, through helping to build and monitor risk and compliance controls, so that the Humber LRF operates effectively.  This will provide insight, confidence and encouragement for continuous learning and improvement by the Humber LRF as well as ensuring accountability to stakeholders. 

Terms of Reference

  1. Report on risk management and compliance to the Humber LRF Strategic Board.
  2. Identify risks, opportunities and innovations to take to the Humber LRF Strategic Board, promoting and facilitating continuous improvement.
  3. Ensure adequate provision of frameworks, policies, procedures, guidelines, tools, techniques and other forms of support to the Humber LRF Strategic Board.
  4. Ensure achievement of the objectives of the Humber LRF while meeting statutory, ethical and other requirements.
  5. Provide expertise, support, monitoring and challenge on risk-related matters.
  6. Maintain continuous dialogue with the Humber LRF Strategic Board, and report on planned, actual and expected outcomes linked to the objectives of the Humber LRF.
  7. Establish and maintain appropriate structures and processes for the management and operation of risks and controls.
  8. Ensure compliance with legal, regulatory and ethical expectations.
  9. Review key pieces of work with a view to identifying any learning.
  10. Provide support to consider review of conflict resolution / complaints within the Humber LRF.

As part of the above, the Humber LRF Strategic Board are responsible for overall accountability to stakeholders, with a focus on integrity, leadership and transparency.  It also leads and directs on the actions and application of resources to achieve the objectives of the Humber LRF. 

Membership

There should be 4 members on the Assurance Board.

Members should be separate from those responsible for delivery but not necessarily independent of the organisational management (except for the Chair who must be independent). We also want to utilise the skills and experience of those more independent of day-to-day activity, who can provide expertise around risk management, performance management, governance, and overall control arrangements that underpin good governance and standards. 

Meetings 

The Board will meet usually four times per annum once fully established.  Location TBA.

The quoracy for each meeting will be three members.
